Introduction
Across the West Midlands
Region of BC, the categories that make up the vast majority of membership are
Accordingly the Regional
committee proposes to establish a Road Race League. A League structure has been
set out which seeks to provide these riders with Regional competition against
each other without the significant need to travel far from home location. With the reduced travel costs (both time and
expense) it is also hoped that these riders will compete more frequently. To further encourage this, the RR League
structure seeks to provide both an individual and team/club reward so that there
is a wide appeal to joining in with this League. In particular the Team competition element can
also support rider’s development in the area of tactics and race skills in
securing the best overall result for their club/team.
It is hoped that the League
will comprise both some existing events (where the clubs/organisers wish to add
their event to the League) and also new or returning events. For those organisers/clubs that choose to
promote an event for the first time or whom have not promoted under BC rules
for a few years, a full training/briefing package would be provided as well as
a regular briefing note for all clubs/teams/riders involved in the RR League. It is also welcome that two or more smaller
clubs/teams can jointly promote an event where they might otherwise be unable. By promoting within the League structure, it
is also planned that there will be a good level of entries and therefore
organisers/clubs will have some assurance of a worthwhile event. All events will automatically be covered by
the Regions financial guarantee covering income up to 40 entrants.

Structure
It is considered necessary to
establish an initial structure that is easy to administer and easy to
understand. While the overall principle
is fixed for events in the 2009 season, changes to the format and structure can
be made in future years to provide the most beneficial outcome for all
clubs/riders.
This RR League format seeks
to combine existing events with potential incentive for additional events to
come onto the Regional calendar., and to focus on registered teams or riders
from the Regions clubs, scoring points in West Midlands Regional events
throughout the season, with awards for individual and team standings overall.
The key points of the League
Structure are :

Membership
will be available to all BC West Midlands Registered clubs, and thereby to
their members. There will be no annual
affiliation in 2009 in order to encourage clubs to participate in the
initiative.

All
clubs joining the RRL will be required to promote one “Regional A” classified RR
on a Sunday in the main RR season. (Sunday specified as there are traditionally
several blank dates in each year thereby seeking to add to the Regional events
programme).

All
events will be run under the technical regulations of BC.

Entry
to RRL events will be for

Entry
for events will be prioritised for members of RRL affiliated clubs. Thereafter
entries can be taken from other West Midlands clubs/teams; thereafter entries
can be taken from non-West

BC
Ranking Points scored in each RR League event will be used as League scoring
points and the administration of the results and points standings will be
undertaken jointly by the Regional Events Administrator and Regional Secretary.

The
prize fund for each event would be determined by each club in accordance with
its normal race prize fund.

An
overall award will be given at the end of the season for both highest ranking
individual(s) and highest ranking team(s). The Prize Fund for the League itself
will be provided by the Region in the first year.
